How We Govern

Our city government runs under a city manager-council structure.

Our residents elect one mayor citywide and two Council members for each of our three Council Districts. The Brooklyn Park City Council then appoints a City Manager who runs the day-to-day operations of the City, much like a company’s Chief Executive Officer.

Jay Stroebel

Jay Stroebel, City Manager

Jay loves to play tennis, cross-country ski and camp in the Boundary Waters with his family.

Jay Stroebel has been the City Manager of Brooklyn Park since August 2015. Prior to joining Brooklyn Park, Jay served in a variety of leadership roles in the City of Minneapolis between 2005 and 2015, including City Coordinator, Deputy City Coordinator and Director of Regulatory Services. From 1996 to 2005, Jay worked at the State of Minnesota in a variety of capacities for the Carlson, Ventura and Pawlenty administrations. Jay has a master’s degree in applied economics from the University of Minnesota and an undergraduate degree in economics from St. Olaf College. In Jay’s spare time, he enjoys to play tennis, cross country ski, camp in the Boundary Waters and travel with his family.
