Brooklyn Park Rental Assistance Programs
The Brooklyn Park Rental Assistance Program provides financial support to residents who are experiencing difficulty paying rent, helping renters maintain stable housing. The application will be open from Monday, April 6, 2026 to Thursday, April 30, 2026.
Eligible Criterion
You may qualify if you meet all of the following criteria:
- You are a current resident of Brooklyn Park
- Your household income is at or below 60% of Area Median Income (AMI) for Hennepin County
- Priority will be given to:
- Households with incomes below 50% of AMI
- Households with unemployment lasting longer than one month
- Priority will be given to:
- You have past-due rent since December 1, 2025
Required Documentation
Applicants must provide the following documentation to confirm eligibility:
- Documentation of household income for all adults in the household within the last 60 days
- Documentation of past-due or upcoming rent showing the amount of assistance requested
- A copy of the lease and rent ledger
- A statement signed by the property owner (or their representative) verifying rent due
- A copy of the property’s W-9 form
- Case notes documenting:
- The reason the household is requesting assistance
- The determination of the assistance amount based on the household’s ability to pay
Additional Information
- Property manager/owner will be notified to verify tax identification numbers for rental assistance payments
- The City of Brooklyn Park will pay the property owner or manager directly
Emergency Ordinance
Residential
On February 17, 2026, the Brooklyn Park City Council approved an emergency ordinance which requires property managers and landlords to provide a pre-eviction notice to a tenant 30 days prior to initiating eviction action for non-payment of rent or other financial obligations as laid out in the lease.
On March 16, 2026, the City Council approved a 30-day extension of the emergency ordinance. The ordinance is now active until April 15, 2026; however, the City Council may extend the emergency ordinance.

The emergency ordinance was adopted to provide temporary protections for renters affected by federal immigration enforcement efforts.
If renters are behind on rent or other financial obligations the emergency ordinance requires a pre-eviction notice to renters at least 30 days before the landlord can bring an eviction action.
State law requires a pre-eviction notice for residents 14-days before filing an eviction which will remain effective when the emergency ordinance expires: Minn. Stat. § 504B.321 (2024).
Pre-eviction notices must be provided to any renter. All landlords and property management groups must provide a 30-day pre-eviction notice.
The emergency ordinance was initially active February 17–March 19, 2026 (30 days). On March 16, 2026, the City Council approved a 30-day extension, and the ordinance is now active until April 15, 2026. Emergency ordinances may be extended by City Council.
The property management team or landlord shall deliver the pre-eviction notice to the renter personally or by first-class mail.

The following information must be provided.
- The following advisory in English, Hmong, and Spanish: “This is important information about your housing. If you do not understand it, have someone translate it for you now, or request a translation from your landlord.” Upon request, the landlord must provide the entire notice in the required language.
- The name, mailing address, and telephone number of the person authorized to receive rent and fees on behalf of the landlord.
- The total amount of money due and owing to the landlord by the tenant including specific accounting of the money due and owing to the landlord by the tenant, including any past due rents, any late fees, and any other charges
- State that the landlord may file an eviction case if the tenant fails to pay the total amount due or move out within 30 days from the date the notice was delivered, and such dates must be included in the notice.
- Include the following statement: “If you need legal or financial help you may contact the resources listed in this pre-eviction notice.”
- Provide a description of how to access legal and financial assistance through information posted on the city’s website.

Rental licenses
A rental license is required for any single-family dwelling that is not owner-occupied. However, you do not need a license if you are renting to an immediate family member (son, daughter, parents, etc.) and provided they apply for and are granted a relative homestead exemption. No more than 4 unrelated people may live in the home.
The property owner is responsible for meeting all City rules. Brooklyn Park has one of the most thorough rental licensing programs in the state. We strive to ensure licensed rental properties are decent, safe and sanitary.

Inspections
Rental properties are subject to an annual inspection and completion of the inspection (including repairs, if necessary) is required in order to renew the license prior to its expiration.
A license may be denied, suspended or revoked for residents who engage in the following activities:
- Animal noise
- Noisy parties
- Illegal drugs
- Criminal behavior
- Alcohol sales
- Prostitution
- Weapons
- Assault
- Lack of safety towards minors
Crime-free housing seminar
This day-long training is geared for rental property owners and managers and is designed to reduce the incidents of crime as well as create and maintain safe desirable rental housing for community members.
The latest and best business practices related to operating rental properties are discussed as well as the Brooklyn Park rental property ordinance.
The mandatory one day Crime-free Housing Training class must be attended by the rental license holder or designated operator within 1 year of obtaining a rental license. Noncompliance can lead to an administrative fine.
Please note that if a rental property owner or property manager has already completed the training in the past, they can send in a copy of the training certificate to the Rental Licensing Division and will not need to attend again.
