Egress windows
Installing new egress windows does require a building permit and plan uploaded during the application.
Pools
Residential swimming pools are allowed, although some do require a permit.
Fences
Brooklyn Park requires a permit to erect, alter or relocate any fence or wall within the city that is seven (7) feet in height or taller, or for retaining walls up to four (4) feet in height. For additional fence information, see our Fences handout.
There are some special requirements for fences along the river and in associations. The purpose of a permit is to ensure the placement, height and appearance of fences comply with requirements set forth in the Brooklyn Park Ordinance. Learn more about building fences.
Solar Photovoltaic systems
Residential building permits are required for the installation of solar photovoltaic systems. This type of residential project requires you to submit a detailed plan which allows us to perform a plan review. Note: A new law effective July 1, 2023, requires companies that contract with residential homeowners to install solar photovoltaic (PV) systems on homes in Minnesota be licensed as a residential building contractor or remodeler.
Residential Vinyl Siding
A building permit is required for residing or installing siding on any building or structure. To learn more, view our residential vinyl siding handout.
Contractors
Final inspection is required once all siding has been completed and the following is required:
- Pictures of the water resistive barrier shall be provided at the job site
- Permit card posted at the job site

Re-roofing Permits
Residential roofing
A building permit is required for the reroofing of residential dwellings and garages. To learn more, view our Residential Reroofing handout. Note: Re-roof inspections are not done during the winter months once the initial snowfall covers the roofs.
Contractor requirements
When reroofing as a contractor, the following items are required:
- Pictures of roof deck after the underlayment (ice & water protection type product) is in place. Pictures should include the eaves and valleys.
- Final inspection is required when the roofing is completed. Have pictures and inspection card available at the house.

Commercial flat roofing
Permits
A building permit is required for reroofing of commercial buildings.
The following is required when applying for a flat roof permit:
- A roof plan showing the finished slope
- Roof plan shall include finished R-value
- Scope of work shall include what’s coming off and what’s going back on
- Spec sheets (ASTM Standard) for the roofing membrane and insulation products

- A final inspection is required once all work has been completed
