Anti-displacement Workgroup
Research has found that previous iterations of light rail transit have had impacts on the corridor communities in neighboring cities. While public infrastructure investment in historically marginalized communities aims to address past underinvestment, such projects can inadvertently lead to displacement, exacerbating harm for the existing community. To counter this, the Anti-Displacement Community Prosperity Program (ACPP) Board was created to preserve and enhance affordable housing, support small businesses, provide job training and placement, promote economic vitality, and strengthen the sense of community for residents along the BLE corridor. The BLE anti-displacement initiative focuses on leveraging various resources to help these historically marginalized communities remain in the area. Early implementation of anti-displacement strategies is crucial, as it leads to more effective mitigation of indirect displacement over time.
The ACPP Board was allocated $10 million by the Minnesota State Legislature which is available until June 30, 2030. This effort aims to prevent displacement of existing residents and businesses wishing to remain in the community.
