
New Request for Qualifications (RFQ) issued
This Request for Qualifications (RFQ) will be issued for several sites to solicit proposals that advance the vision developed by the EDA through the 610 Corridor Development Study, namely maximizing the tax base and promoting a dense, urban, walkable development.
The RFQ will be posted online for community comments from Thursday, July 18 to Monday, August 5. EDA consideration of the RFQ is tentatively scheduled for Monday, August 19.
About Noble Parkway & HWY 610
This site, 4201 95th Avenue N, was purchased by the EDA in 2018. In February and March of 2020, LISC Twin Cities in partnership with the City of Brooklyn Park launched a four-part community workshop series that engaged the community to build development goals that are guided by current market realities to inform development at the selected site. This process, called the Corridor Development Initiative or CDI, completed three of the four workshops with 40-50 participants each before the final workshop was postponed indefinitely due to COVID-19.
In August 2021, the EDA again partnered with LISC to complete the engagement and visioning process. Two additional workshops were held in November 2021, one to recap the previous sessions and one to finalize a set of guiding principles for future development. The final report, which was presented to the EDA in February 2022 and is linked below, includes a summary of the workshops and the goal document that was discussed in depth at a consensus-building final workshop and approved by participants.

Based on that report, an RFQ was issued in 2022 and a development proposal was considered throughout 2023. However, after many iterations, it was determined that the proposal was not feasible at the site given current market conditions. A new RFQ was drafted based on updated EDA development goals in 2024 (noted above).
