Commercial Building Permits

Projects considered commercial construction requires a Minnesota-licensed architect or engineer to prepare plans and documents. Many projects need a simple plan, but other projects may need full architectural and structural plans.

Documents Required

New commercial buildings or additions

The below information is what we require to be included on your plans. See our guide for more information. Note: failing to submit all the required application materials will result in a rejected application.

Documents required at time of permit application submittal:

  1. Cover letter from the owner, tenant or architect that describes the business operation.
  2. Architectural plans which include code analysis, floor plan, elevations, and spec books.
  3. Structural plans (structural analysis, design calculations, elevations, cut sections) Note: all pages must be signed by a MN licensed engineer.
  4. Civil plans (signed by Minnesota civil engineer).
  5. Certificate of survey that shows the proposed building and all setbacks to property lines.

 Documents required but may be submitted after initial application:

Note: the permit application will not be approved until the appropriate forms have been submitted.

  1. SAC determination letter from the Metropolitan Council. https://metrocouncil.org/Wastewater-Water/Funding-Finance/Rates-Charges/Sewer-Availability-Charge/SAC-Forms.aspx
  2. Soil analysis or Geotechnical report.
  3. Energy code compliance forms.
  4. Performance bond letter of credit for all on-site improvements.
  5. Special inspections form with signatures of all parties (if applicable).

Tenant Improvements or Remodel for Commercial Spaces

  1. Cover letter from the owner, tenant or architect that describes the business operation.
  2. Architectural plans which include code analysis, floor plan, and elevations Note: All pages must be signed by a MN licensed Architect.
  3. Site plans or multi-tenant buildings key/master plan.
  4. Structural plans, (structural analysis, design calculations).

Public or State-Licensed facilities

Submitting documents

The required plans and documents listed above shall be submitted through our Electronic Permit Application.

Note: Construction work cannot begin until the permit has been approved, paid, and issued. 

Inspection Requirements

The permit holder is responsible for providing the approved stamped plans and the permit card on-site for all inspections. Note: During busy times of they year plan on a three to four-day wait time for requested inspections.
