Residential Street Mill/Overlays

Overview
This project consists of milling off and replacing the top 2 inches of asphalt on approximately 14 miles of streets in maintenance districts #3 and #4, which is located South of 85th Ave N, East of Zane. We will also be replacing curb and repairing manholes/catch basins/gate valves as part of this project.

Overview
Brooklyn Park will be milling and overlaying 63rd Ave, between Boone Ave and Mendelssohn Ave and West River Road between Newton Ave and Brookdale Drive and 73rd Ave between CSAH 81 and West Broadway. We will install pedestrian ramps to conform to the Americans with Disabilities Act (ADA) and repair or replace utilities, concrete curbs and gutters and sidewalks. There will also be some work on the watermain and storm sewer utilities.

TH169 – High Tension Cable Guardrail (85th Ave- West River Road)

Overview
The Minnesota Department of Transportation (MnDOT) will be installing high tension cable guardrail and will be replacing the 63rd Ave bridge over TH169 and the associated entrance/exit ramps along with lane work on Northbound TH169 between 63rd Ave and I94. A 10-foot-wide trail will be included as part of the bridge on the south side of 63rd Ave.

Sanitary Sewer Improvement Project (MCES)

Overview
Metropolitan Council Environmental Services (MCES) is making improvements to aging and deteriorating regional sanitary sewer facilities that serve homes and businesses in the city of Brooklyn Park. The project site located in Brooklyn Park at 9425 Erickson Ct. They will be replacing the metering device to measure the sanitary sewer flow as it enters the city. They will also rehabilitate or replace the regional sanitary sewer pipe and maintenance holes.

Watermain Rehabilitation

Overview
Brooklyn Park is performing maintenance on the watermain system by replacing watermain gate valves, hydrants and sections of watermain pipe which will help maintain and improve current levels of service on this utility and will extend the life of the system. Work is being performed in the Birch Grove, Norwood and Brookdale Parks neighborhoods.
This project benefits the city because it will extend the life of our water system. That means a smaller shutdown area if there’s a watermain break in the future.

I-94/TH 252 Environmental Impact Statement

Overview
The Highway 252/I-94 project will improve safety and move people and goods reliably using varying modes (cars, trucks, transit, walking, biking, etc.) between Highway 610 on the north in Brooklyn Park and 4th Street on the south in Minneapolis. There are many corridor users who have varied ideas, interests, and goals for the corridor.
A variety of studies have evaluated the needs of this corridor leading up to today, including:
- 2014 – 2016 Brooklyn Center TH 252 Corridor Study
- 2017 Met Council Principal Arterial Intersection Conversion Study
- 2018 MNDOT MnPASS System Study Phase 3
- 2017 – 2020 Hennepin County Highway 252/1-94 Environmental Assessment
MnDOT and the Federal Highway Administration determined an EIS was needed for the project near the end of the Environmental Assessment process. Transitioning to an EIS allows for further review and analysis of Transit facilities on the corridor and additional alternatives to be analyzed in greater detail. The Final Scoping Decision Document was completed in November 2023. The draft EIS will start in May 2024 and is expected to be completed in 2026. The final EIS and record of decision is projected to be completed in 2026/2027. Design plans would then be prepared and right of way acquired 2027/2028. The current expectation for the reconstruction project is expected to be 2028/2029.

Approximately $300-$600 million. Funded primarily by the state.

Brookdale Drive Pond Excavation

Overview
Brooklyn Park is performing maintenance on the storm sewer system by excavating the material that has been deposited in the basin northeast of Brookdale Dr and Upton Ave. This will provide additional storage in the basin that has accumulated sediment over the past 50 years.

North Metro Highway 169 Multi-Modal Study

Overview
MnDOT recently initiated the North Metro Highway 169 Multi-Modal Study. Project partners include Metro Transit, the Metropolitan Council, Hennepin County and the cities of Brooklyn Park, Golden Valley, Maple Grove, New Hope, Osseo and Plymouth. The study encompasses the Highway 169 corridor from 101st Avenue in Brooklyn Park to Highway 55 in Plymouth/Golden Valley. The study will identify the need for future multi-modal improvements, develop and scope a universe of alternatives and identify environmental concerns/constraints. This study, funded by MnDOT, will include a robust public engagement process, and is expected to conclude in spring of 2024. This study is expected to be phased in with the Purpose and Need Draft Evaluation Criteria, completed in January 2024, and the Alternatives Scoping and Analysis and Final Study report started in July of 2024 and completed in 2025.

Overview
Brooklyn Park is partnering with Hennepin County, Metro Transit, the Metropolitan Council and other cities to extend the Blue Line Light Rail Transit System from downtown Minneapolis to just north of TH 610.
This project also includes reconstruction of West Broadway from 71st Avenue to north of TH 610 and reconstruction of 93rd Avenue from Xylon Avenue to Louisiana Avenue.

63rd Avenue Trail and Zane Ave Trail

Overview
The city is working with Hennepin County and MnDOT to complete a continuous trail along 63rd Avenue from Brooklyn Boulevard in Brooklyn Center to the Eagle Lake Regional Park in Maple Grove by the end of 2024. This is expected to be completed along the South side of 63rd Avenue from West Broadway to TH169 and will upgrade the existing five-foot sidewalk to an eight-foot-wide bituminous trail.
The city is also working with MnDOT to upgrade the 63rd Avenue Bridge over Highway 169 to include a trail along the south side matching into the existing Maple Grove trail system west of the bridge. MnDOT advanced their planned bridge replacement project with requests from BP and MG to allow the entire 63rd Avenue trail project to be completed in 2024.
Brooklyn Park will be replacing the sidewalk with a trail on the east side of Zane Ave from 63rd Ave to 69th Ave and from 73rd Ave to Brooklyn Blvd. Cost: $1,030,000.

Rush Creek Regional Trail/Winnetka Avenue Grade Separation

Overview
The City of Brooklyn Park is currently working with the Three Rivers Park District and Hennepin County to acquire the necessary funding to construct a trail underpass at Winnetka Avenue.
The Rush Creek Regional Trail is heavily used by bikers, pedestrians and rollerbladers. Winnetka Avenue is a high speed/ high volume County roadway and traffic is expected to increase significantly as adjacent vacant lands are developed.
