Park Building Additions

Update September 14, 2021: American Liberty Construction was awarded the Park Building and Shelter Kitchen Additions bid in the amount of $1,254,000. Construction began in September 2020. The park building additions are substantially complete. A few punch list items remain, but the buildings are in use and almost complete.

The prefabricated concrete Shelter Kitchen buildings at River and Central Park have been installed and are in use during shelter rentals.  

Update April 8, 2021: American Liberty Construction was awarded the Park Building and Shelter Kitchen Additions bid in the amount of $1,254,000. Construction began in September 2020. The exterior construction is nearly complete. Mechanical and utility work are complete, and work has started on the interior building finishes. The park building additions are expected to be complete in mid-May. 

Update December 29, 2020: Construction continues. The walls are up and precast plank roof is in place at Willowstone and Northwoods. The connection of the existing building to the addition will take place in the coming weeks and then work will begin on finishing the interior.

Update November 23, 2020: The Shelter Kitchen buildings will be prefabricated concrete buildings provided by CXT. The utilities have been run for both Central and River Park. The buildings are scheduled to be installed the week of December 14th.

Update October 28, 2020: American Liberty Construction was awarded the Park Building and Shelter Kitchen Additions bid in the amount of $1,254,000. During plan review, it was determined that the Northwoods building will need a sprinkler system due to its proximity to the storage building for the wheelchair softball field and the inclusive playground. Work has started on the park building additions at Willowstone and Northwoods Park. The footings have been formed and poured for each building addition. It is expected that the buildings will be out of the ground before the first of November.

Staff and LHB continue to work with CXT to finalize the design of the prefabricated kitchen buildings being installed at Central and River Park. The goal is to have both buildings installed by December 1, 2020.

Update September 22, 2020: Staff has been working with LHB on the development of the construction documents for the park building additions and site improvements install prefabricated kitchens at Central and River Park. The kitchen site work and park building additions was released for public bidding on June 11, 2020. A total of five bids were received on July 10, 2020. Staff proceeded to review proposals, interview contractors who submitted proposals. American Liberty Construction (ALC) was identified as the apparent Best Value contractor. Staff worked with ALC in the clarification stage to be sure any concerns or ideas for value added items were identified.  The project was awarded to American Liberty Construction at the August 17th City Council meeting in the amount of $1,254,000. Construction is expected to begin in September 2020.

Overview

We will be evaluating these three park buildings for possible additions, either by enclosing the existing shelter or adding on to the existing program space at Monroe, Willowstone and Northwoods parks. As part of the project, we have completed an initial cost estimate for the park building additions. In order to remain within budget, the building addition at Monroe has been removed from the project scope. Programming will move from Monroe to the new building being built at Norwood Park in 2022 so the improvements at Monroe are not needed.

Funding source

The master planning and design development are being funded through the $26 million Park Bond Referendum that voters approved in November 2018.
