Neighborhood Action Program

    

The goal of the Neighborhood Action Program (NAP) is to reduce crime and improve the livability of challenged and distressed single-family neighborhoods. We are doing this through the creation of a problem-solving collaborative between city departments.
  
A number of new crime-fighting and quality of life improvement strategies are being developed and implemented:
  • Increased information exchanges by Police, Code Enforcement and Public Health, Rental Housing Inspections, Economic Development and Recreation and Parks with neighborhood residents, property owners, home owner associations and rental management companies. The purpose of this coordinated effort is to enforce rental standards that encourage, and if necessary, compel landlords to be good stewards of rental properties in the community. 
  • Enhanced law enforcement presence focusing on repeat criminal offenders that have negatively affected the safety of this community.
  • Increased property maintenance inspections and enforcement of codes in focus areas to improve the quality of life of neighborhoods.
  • Enhanced partnerships and communication sharing between residents and city departments. The goal is to actively involve residents in problem-solving efforts.
Some initial successes of the Neighborhood Action Program have already been realized:
  • The creation of new databases to identify, track, and arrest repeat criminal offenders.
  • New analysis methods to measure the effectiveness of crime fighting and code enforcement strategies.
  • New rental licensing enforcement policies developed to increase city authority to revoke, suspend or deny a license for problem property owners. 
  • Procedures for handling the significant number of suspected unlicensed rental properties are being implemented and coordinated between the Licensing and Police departments.
The progress and results of the Neighborhood Action Program’s important efforts will be communicated on a regular basis to the community.
