Update on 610 Apartments Proposal
 
Thank you to the many residents who attended the community meeting on October 3, 2007, to discuss the proposed 610 Apartments. Click here to view the responses to the questions and comments recorded at the meeting.
 
Following the community meeting, the developer withdrew his request for financial assistance and eliminated the affordable component of his plan. The developer desires to proceed with a project that contains all market-rate units. Click here to view the letter he submitted to the city.  
 
In response to the community’s concerns about the proposed apartments, at the Economic Development Authority’s (EDA) meeting on October 8, 2007, the Mayor and EDA commissioners directed staff to develop a process to study high density and affordable rental housing. The EDA will discuss the establishment of a Task Force at its Nov. 13 meeting (7 pm at City Hall) to carry out this study.
 
In addition, to allow time for the Task Force to study this issue before the city considers approving any apartment developments, on October 15, 2007, the City Council initiated the process to adopt a one year moratorium ordinance on the development of high density residential housing. The second reading of the ordinance will be on October 22, 2007. If adopted, the ordinance would be effective on December 1, 2007. As drafted, the ordinance would prohibit the development of high density residential housing anywhere in the community with the exception of the Village Creek Redevelopment Area. The moratorium would extend for a one year period; however, it can be extended under the state law if necessary or it may be rescinded prior to the end of the one year period if the planning study is complete.
 
Background: 610 & Noble Development Proposal
 
On August 13, 2007, the Economic Development Authority (EDA) approved a term sheet with Stonebridge Companies for a proposed new 261-unit luxury apartment complex at the northwest corner of the intersection of Highway 610 and Noble Parkway. The proposed apartment complex would have provided high-end apartment living with many amenities—a housing type not currently provided in the community. While rents would have ranged from $950 to $1,550 for the market-rate units, the developer was proposing to make 20% of the units available to households with maximum incomes between $27,500 (1 person household) and $39,250 (4 person household).
