TH 169/CSAH 81/CSAH 109 Triangle Area


This project will bridge Trunk Highway 169 (TH 169) traffic over the Burlington Northern railroad tracks, CSAH 81 and CSAH 109 (85th Avenue) and create a new tight diamond type interchange at the TH 169/CSAH 109 junction.  The southbound TH 169 to southbound CSAH 81 movement will also be grade separated and free flowing.  The reverse movement will be provided with a ramp from northbound CSAH 81 to northbound TH 169.  The existing signals at TH 169/CSAH 81, TH 169/CSAH 109 and CSAH 109/Lakeland Avenue will be removed.  New signals will be provided at the ramp intersections with CSAH 109 and at CSAH 81/83rd Avenue North.  This project was delayed from its previous spring 2007 start and is now scheduled to begin in 2009 and be completed by the end of 2011.  The estimated cost of the project in 2007 dollars is $55 million.  This will be paid for with Federal, Mn/DOT, Hennepin County and City of Brooklyn Park funds.  There was some right of way acquisition in Brooklyn Park, but the acquisition impacts to existing businesses was minimal.  The project is ready and waiting for funding and will be constructed under traffic.

TH 169/(93rd Avenue to 109th Avenue)


City staff have recently worked with Mn/DOT, Hennepin County, the City of Osseo and other agencies to determine the ultimate geometry of TH 169 between 93rd and 109th Avenues.  The Technical Advisory Committee narrowed the design concepts down to two basic alternatives, both of which proposed new interchanges at 93rd Avenue and 101st Avenue and a reconstructed TH 169/TH 610 interchange.  These concepts eliminate all traffic signals along TH 169 south of 109th Avenue.


TH 169/93rd Avenue (CSAH 30)

 

The proposed design concepts would provide a half-diamond type interchange at the TH 169/CSAH 30 junction.  The half-diamond interchange would provide access to and from the south only via loops in the northeast and northwest quadrants.  The estimated cost of this interchange is roughly $11,500,000 in 2005 dollars.  Mn/DOT and Hennepin County would be expected to fund most of the project.  This project is currently included in Mn/DOT's Transportation System Plan and Work Plan for reconstruction in the 2011-2014 timeframe.


TH 169/TH 610


The TH 169 Technical Advisory Committee also analyzed various interchange reconstruction alternatives for the TH 169/TH 610 junction.  These designs eliminated the existing and proposed traffic signals along TH 169 and allow this junction to operate as a freeway to freeway system type interchange.  The existing Mn/DOT right of way for TH 169 and TH 610 should be adequate, although some minor acquisition may be needed in the northeast quadrant.  This project is also in Mn/DOT's TSP and Work Plans for implementation in the 2011 to 2014 time period.  The estimated reconstruction cost of this interchange is $30-40 million in 2005 dollars.  Mn/DOT is expected to fund most of this cost.

 
TH 169/101st Avenue


The TH 169 TAC also investigated two design concepts for an interchange at the TH 169/101st Avenue North junction.  These designs would bridge 101st Avenue North over TH 169 and provide full movement access onto TH 169 to and from 101st Avenue.  However, one of the design concepts limits access from 101st Avenue to TH 610 due to the tight spacing.  The concepts would require right of way acquisition from adjacent landowners, including the Three Rivers Park District.  The estimated construction cost of this alternative is approximately $15 million in 2005 dollars.  The timing of this project will be driven by the timing of the adjacent developments and funding.

Note that the conceptual designs for this segment of TH 169 may change due to the recently proposed expansion of the Target North Business Campus.


TH 610 (TH 169 to I-94 Extension)


This project is currently included in Mn/DOT's 2005 Metro District Transportation System Plan (TSP) for expansion from TH 169 to I-94 during the 2015 to 2023 timeframe as a freeway.  The project will include interchanges at Zachary Lane, Ranchview Lane, CSAH 81 and I-94.

Mn/DOT, Hennepin County and the City of Maple Grove have almost completed the work at the TH 610/CSAH 81 junction.  This will include the realignment of CSAH 81 to allow for future TH 610.

City of Brooklyn Park staff have been working with the North Metro Mayors, Mn/DOT and the City of Maple Grove to attempt to advance the TH 610 extension project.  This has included meetings and presentations to area legislators.

The current cost estimate to complete the project to I-94 is approximately $150 million in 2005 dollars.  This does not include the $23 million in Federal funds that the project received in the 1998 Federal Transportation Bill.  These Federal funds will be used to realign CSAH 81 at the future junction with TH 610 and to construct bridges, move power poles and acquire right of way over the next few years.  The $150 million estimate also does not include the reconstruction or modification of the TH 610/TH 169 interchange, which is listed in the TSP for the 2011-2014 timeframe.

The project recently received an additional $29 million in Federal funding when the SAFETEA-LU bill was approved in August 2005.  City Engineering staff have met with Mn/DOT staff and other area municipal and county engineering staff to discuss the best option for spending these funds.  The funds will be spent on right of way acquisition and final plan preparation.

The proposed expansion of the Target Business Campus in Brooklyn Park may also accelerate State funding and possibly private funding for the extension of TH 610.  For further information concerning TH 610, click here to go to Mn/DOT's website.


TH 252 (I-94 to TH 610)


This project is currently included in Mn/DOT's 2005 Metro District Transportation System Plan for expansion to a four lane freeway during the 2024-2030 timeframe.  However, previous plans called for an expansion to a six lane expressway which would retain most of the existing at-grade signals.

City staff and Mn/DOT representatives have begun work on a future corridor study to determine the ultimate geometry for the corridor.  The City of Brooklyn Park has expressed a desire to advance the TH 252 reconstruction to as early as possible.  To achieve this with limited funding, City Engineering and Mn/DOT staff discussed the potential phasing of improvements along TH 252, the first phase of which included the recent addition of a third southbound through lane betwen Brookdale Drive and 73rd Avenue.  Subsequent phases may include the closing of one or more existing median openings along TH 252, including the opening at Humboldt Avenue - 81st Avenue and/or possible improvements to the 85th Avenue intersection which has been identified as an AM and PM bottleneck.
 

Northwest Corridor (CSAH 81) Project


A combination of public and private leaders have formed the Northwest Corridor Partnership to mobilize resources, align public policies, and focus the marketplace on the new opportunities in the CSAH 81 corridor between Minneapolis and Rogers.  The Partnership has adopted a redevelopment framework to identify a large number of opportunities to integrate enhanced natural systems, parks and trails with housing and commercial development that connects to these transportation improvements.  Local communities and the Partnership have succeeded in having the corridor designated as a priority for Bus Rapid Transit (BRT) and Hennepin County has committed to a major redesign and renovation of the roadway.

The State Legislature has allocated funding to plan and design the busway.  Hennepin County has retained a consultant to prepare design plans for CSAH 81 that integrate the proposed busway parameters into the design.  Metro Transit is also participating in this project.

Hennepin County and Metro Transit have been negotiating with the Burlington Northern Santa Fe Railroad to allow the BRT to operate adjacent to the existing railroad tracks.  Metro Transit has also been working on design concepts for additional Park-n-Ride facilities along CSAH 81 in Brooklyn Park, such as the recently opened location at 63rd Avenue and possibly another at Brooklyn Boulevard. 

The first phase of the project, between the City of Minneapolis and TH 100 in Robbinsdale, is scheduled to be completed in 2008.  The second phase of the project will be between TH 100 and Bass Lake Road in Crystal.  This second phase may start in 2009.  A third phase, between Bass Lake Road and 63rd Avenue, may start as early as 2012.  Subsequent phases will complete the roadway portion of the project to 93rd Avenue North.  The estimated cost to complete the phases is $130,000,000 in 2005 dollars.  The location of the busway within the corridor (particularly for phases #2 and beyond) has yet to be determined and could greatly affect the overall cost, City participation levels and implementation schedule.

West Broadway (CSAH 103) Reconstruction Project

 

 The City of Brooklyn Park is currently working with Hennepin County to prepare reconstruction plans for West Broadway Avenue (CSAH 103) from roughly 500 feet south of Candlewood Drive to approximately 500 feet north of 93rd Avenue North. The project will upgrade the roadway to a consistent four lane divided urban section with a raised concrete median and will include left and right turning lanes at all intersections. The roadway section will also include an eight foot bituminous trail along the east side and a six foot concrete sidewalk along the west side for the entire distance of the project.

 

The project will include a new traffic signal at the Candlewood Drive intersection and signal upgrades at the 84th Avenue and 93rd Avenue locations. Another signal may also be installed at the Setzler Parkway intersection with the project if the conditions meet the Hennepin County signal requirements at that time. The City and County are also investigating the installation of roundabouts at these locations instead of signals.

 

The project is currently in the environmental documentation phase. The design team has presented a preliminary layout to the City Council and held a public open house meeting to solicit comments on the design.  The City Council has formally approved the preliminary layout.  Following the completion of the environmental assessment, final design plans will be prepared and right of way acquisition will occur.  Due to funding constraints, the overall project has been broken into two separate projects.  The portion between 85th and 93rd Avenues is scheduled for reconstruction in 2009/2010 and the portion between Candlewod and 85th Avenue is slated for reconstruction in 2011/2012.
