Are our property taxes going to rise?
The financial agreement as proposed is anticipated to have no impact on property taxes in the short term. As Target completes building its campus and as the abatement district ends, the development could generate enough new tax capacity that the City, County, and School District could lower rates for residents city wide.

Will the value of our homes rise?

Home values are rising in Brooklyn Park and the region currently. By strengthening the local Brooklyn Park economy and adding new amenities for our residents, it is possible that the Target campus could make home values rise at a slightly greater rate than would otherwise occur.

How are the City and Target addressing the impact to all of the new traffic that would occur?

The master planning for the site, which will include detailed transportation systems analysis, will not begin until after the development contract is approved. We expect that the development contract will be completed this spring. The existing Target campus was planned over five years ago and has approvals to expand a limited amount more. Master planning will begin closer to the time when the existing plans are nearing completion.

What public amenities such as an indoor swimming pool or fitness/activity center are planned? The master planning for the site, which will include discussions about amenities, will not begin until after the development contract is approved. Ideas for amenities are welcome and can be submitted at any time. We expect that the development contract will be completed this spring. The existing Target campus was planned 5 years ago has approvals to expand a limited amount more. Master planning will begin closer to the time when the existing plans are nearing completion.

How will the new Target Campus affect schools in the area?
School districts set there own budgets based on their needs. The Target campus would significantly increase the valuation of the city. While this does not guarantee a reduction in the school districts portion of the property taxes, the additional value will reduce the portion of the tax amount each property will pay. This same scenario holds true for the city and county portion of the tax bill.

When will the interchange at 169 and 101st Avenue be built and what will it look like?

The timing of construction of new infrastructure is not known at this time. The process for determining the timing and extent of construction is as follows: prepare master plan; conduct environmental reviews including traffic analysis; complete master planning including all approvals from the City and other agencies; build infrastructure as needed to accommodate growth. The analysis will include creating a design for the interchange. The initial preliminary designs indicate that property of Grace Fellowship Church will not be impacted. The likely timing is no sooner than 2009 and could be out as far as 2020.

Will there be interchanges needed for 169 at 93rd and 109th Avenues?
Preliminary designs are occurring for 93rd Ave. at TH 169.  This interchange could be constructed within the next 5-7 years.  There are no plans for an interchange at 109th Ave. at this time but this may be reviewed as part of the master planning and traffic analysis.

Where will the 3,000 units of housing be located?
Target owns over 330 acres on the northeast corner of 169 and 610. The proposed housing will be on this land, but the specific type and location is not determined.

Will a new Super Target be built in the Target development area?
The contract language indicates that 300,000 square feet of retail is to be completed by December 31, 2009.  While it does not specifically indicate that will be a SuperTarget built, it has been presented by Target Corporation officials that it is their intention to construct a Super Target to fulfill that requirement.  The parking lot that was constructed last year on the south side Oak Grove Parkway (former 97th Ave) just west of Hampshire was built as the future parking lot for the Super Target.
