Rental licenses
A rental license is required for any single-family dwelling that is not owner-occupied. However, you do not need a license if you are renting to an immediate family member (son, daughter, parents, etc.) and provided they apply for and are granted a relative homestead exemption. No more than 4 unrelated people may live in the home.
The property owner is responsible for meeting all City rules. Brooklyn Park has one of the most thorough rental licensing programs in the state. We strive to ensure licensed rental properties are decent, safe and sanitary.

Inspections
Rental properties are subject to an annual inspection and completion of the inspection (including repairs, if necessary) is required in order to renew the license prior to its expiration.
A license may be denied, suspended or revoked for residents who engage in the following activities:
- Animal noise
- Noisy parties
- Illegal drugs
- Criminal behavior
- Alcohol sales
- Prostitution
- Weapons
- Assault
- Lack of safety towards minors
Crime-free housing seminar
This day-long training is geared for rental property owners and managers and is designed to reduce the incidents of crime as well as create and maintain safe desirable rental housing for community members.
The latest and best business practices related to operating rental properties are discussed as well as the Brooklyn Park rental property ordinance.
The mandatory one day Crime-free Housing Training class must be attended by the rental license holder or designated operator within 1 year of obtaining a rental license. Noncompliance can lead to an administrative fine.
Please note that if a rental property owner or property manager has already completed the training in the past, they can send in a copy of the training certificate to the Rental Licensing Division and will not need to attend again.

The Rental Property Ordinance can be found in Chapter 117.40 of the City Code. The City recognizes the value of a responsible property owner and investor. The Investment Owner’s Program, knowledgeable building inspectors and a Community Oriented Policing Unit are available to help you prevent and resolve issues you may encounter as a landlord.
